When you level HVAC bids by comparing cover prices, you are not leveling HVAC. You are ranking how each mechanical bidder chose to write their proposal. The gaps and double-ups that move the carry live at the edges of Division 23: where sheet metal meets equipment, where controls meet power, where the roof curb meets the RTU, and where testing language in the specs never appears on the bid form.
This guide is for GC estimators and precon leads leveling commercial HVAC packages on hard-bid, CMAR, and design-build pursuits. It is a hunt list, not a substitute for reading the drawings and specifications. Use it after you freeze the document basis and before you lock a carry. How to use this list
Treat each item as a line on a coverage matrix: included, excluded, qualified, or silent for every bidder, then compare those statuses to the project requirement. Do not invent industry percentages here. Flag what the documents require, what each proposal says, and what still has no owner.

1. Equipment vs sheet metal package split
On many commercial jobs the HVAC package is one number, but the work is two (or three) companies: equipment install, duct fabrication and install, and sometimes a separate insulation or controls house. SMACNA's duct construction standards govern how metal and flexible duct are built and sealed; they do not decide who furnishes the RTU, who sets it, or who owns the first connection off the unit.
What to check: Does every scheduled AHU, RTU, VAV, fan, coil, and exhaust fan have a named owner for furnish, set, and connect? Does sheet metal stop at the equipment collar, or does mechanical include duct to a defined terminal? If one bidder "includes HVAC complete" and another prices equipment only, the cover prices are not comparable.
Double-up risk: Equipment and sheet metal both carrying the same transition duct, flexible connectors, or final connections.
2. Roof curbs, rails, and equipment supports
Roof curbs and equipment rails sit in the crack between mechanical, roofing, and structural. The New Horizons / SMACNA preconstruction planning material calls out supports and pads as items that disappear from incomplete equipment schedules. A mechanical proposal that "excludes curbs" and a roofing proposal that "flashes curbs by others" leaves the curb as an unowned plug.
What to check: Who furnishes the curb or rail, who installs it, who flashes it, and whether structural steel or a dunnage frame is required. Match curb heights and openings to the equipment schedule, not to a generic allowance.
Double-up risk: Mechanical and roofing both pricing curb furnish, or mechanical and steel both pricing a roof frame.
3. Controls and BAS vs Division 23 equipment
HVAC controls are where leveling most often fails. One bidder includes thermostats and excludes BAS. Another includes DDC controllers and excludes field wiring. A third says "controls by others" while Division 23 still shows control valves, actuators, and sensors on the mechanical drawings.
What to check: Point-to-point responsibility for controllers, sensors, valves, actuators, network communication, graphics, sequences, and owner training. Confirm whether the controls contractor is under mechanical, under a separate Division 25 / BAS package, or split. Read Division 01 and the controls section; the assignment is often not where the estimator first looked.
Double-up risk: Mechanical and controls both carrying control valves or actuators that appear on the equipment schedule.
4. Power, disconnects, and motor starters
Fans and pumps do not run on intentions. Electrical connections, disconnects, VFDs, and starters routinely sit between Division 23 and Division 26. A mechanical exclusion for "electrical" can mean final connection only, or it can mean every starter and VFD shown on the mechanical schedule.
What to check: For each motorized device, who furnishes the starter or VFD, who mounts it, who wires power, and who wires control. Match the mechanical equipment schedule to the electrical single-line and panel schedules. Silence on power is not "electrical will catch it."
Double-up risk: Mechanical and electrical both pricing the same disconnect or VFD when both schedules show it.
5. Plumbing, condensate, and make-up connections
Condensate drains, condensate pumps, make-up water, chemical feed, and gas connections are classic interface items. Plumbing may stop at a stub; mechanical may exclude "final connections"; both sides look covered on a status matrix that only asks "is plumbing bid."
What to check: Drain routing from every cooling coil and RTU, pump ownership where gravity drain is impossible, gas train limits, and whether traps, cleanouts, and secondary drain pans are in mechanical or plumbing. Confirm freeze protection and heat tracing if the documents require it.
Double-up risk: Two trades pricing the same condensate pump, or mechanical and plumbing both carrying the final gas connection.
6. Fire and smoke dampers at rated assemblies
Dampers at rated walls and floors are required work with a coordination problem attached. Sheet metal may install the damper sleeve; firestopping may be a separate package; electrical may own smoke-detector interlocks; the mechanical proposal may say "fire dampers by others."
What to check: Count dampers from the drawings and fire-rated plans, not from memory. Confirm furnish, install, access doors, and the detection or control interface. If your company standard assigns firestopping to the penetrating trade, say so on the leveling sheet so every HVAC bidder is measured the same way.
Double-up risk: Sheet metal and a specialty damper supplier both in the number, or firestopping carried both in drywall and in mechanical for the same penetration.
7. Duct and piping insulation ownership
Insulation is often carved out to a specialty sub under mechanical, bid separately, or assumed "in the duct price." Lined duct, wrap, and piping insulation are different scopes. SMACNA's duct standards and liner application guidance are about how the work is built; they do not tell you which bidder priced it.
What to check: Indoor wrap vs liner, outdoor duct insulation and jacketing, refrigerant and hydronic piping insulation, and whether acoustic lining is in sheet metal or insulation. If one HVAC bid includes insulation and another excludes it, normalize before you rank.
Double-up risk: Lined duct in sheet metal plus wrap in insulation for the same run, or piping insulation in both mechanical and a separate insulation package.
8. Testing, adjusting, and balancing (TAB)
TAB is a named Division 23 section (commonly 23 05 93). Federal Unified Facilities Guide Specifications and owner specs routinely require an independent NEBB- or AABC-certified TAB firm, with the mechanical contractor responsible for system readiness before balancing begins. That split is easy to miss when a mechanical bidder writes "includes balancing" and means fan startup, not a certified TAB report.
What to check: Is TAB a separate package, under mechanical, or owner-direct? What certification is required? Who provides access, drives, and corrections after the preliminary balance? Does the mechanical proposal include only air, only hydronic, or both?
Double-up risk: Paying for TAB inside mechanical and again as a third-party TAB contract for the same systems.
9. Commissioning participation vs equipment startup
Startup is not commissioning. ASHRAE Guideline 0 and ANSI/ASHRAE/IES Standard 202 describe commissioning as a process that verifies systems meet the owner's project requirements, with contractor participation defined in the contract documents. A mechanical bid that includes "startup and checkout" may still exclude seasonal testing, functional performance testing support, Cx meetings, and documentation the commissioning authority will demand.
What to check: Division 01 and the commissioning specification for contractor labor, attendance, deficiency correction, and seasonal or deferred testing. Healthcare, labs, and mission-critical buildings usually carry heavier Cx participation than a speculative warehouse.
Double-up risk: Paying factory startup, mechanical startup, and Cx participation without knowing which hours overlap.
10. Temporary HVAC, temporary heat, and construction conditions
Temporary heat and temporary cooling are frequently excluded from permanent HVAC bids and equally frequently assumed by the GC to be "in mechanical." Winter work, building dry-out, and occupied renovations make this a schedule-driven cost, not a footnote.
What to check: Who owns temporary heat or cooling, fuel, monitoring, filters, and removal. Confirm whether permanent equipment may be used for temporary service, and who carries the warranty risk if it is. Align the answer with general conditions and the project schedule, not with the lowest mechanical number.
Double-up risk: Temporary heat in general conditions and again as a mechanical allowance.
11. Rigging, crane, and roof access for equipment
Rooftop units and large indoor equipment need a path onto the building. Rigging, crane time, roof protection, and after-hours lifts are easy exclusions on a mechanical proposal and expensive plugs if you discover them at buyout.
What to check: Who rents the crane, who flags the pick plan, who protects the roof, and whether multiple trades share one mobilization. Confirm access routes for equipment that must be set before the building is enclosed.
Double-up risk: Mechanical and steel (or a millwright package) both carrying the same pick.
12. Vibration isolation, seismic restraint, and sound attenuation
Seismic restraint and vibration isolation are often design-build within Division 23, sometimes with delegated engineering. Sound attenuators and lagging may appear on mechanical drawings and disappear from the quote. Specs that reference SMACNA, ASHRAE, or local seismic criteria do not price themselves.
What to check: Whether seismic engineering is included, who furnishes isolators and restraints, and whether attenuators shown on duct drawings are in sheet metal or a specialty quote. On healthcare and education projects, sound criteria are more likely to be enforced; treat silence as unresolved.
Double-up risk: Equipment-mounted isolators priced by the manufacturer and again by the mechanical installer, or attenuators in both sheet metal and an acoustic package.
A one-pass leveling order for HVAC
Run the twelve items in this order so early misses do not poison later comparisons.
- Freeze drawing dates, specification revision, and addenda. Confirm which addenda each HVAC bidder acknowledged.
- Map package strategy: single mechanical, equipment + sheet metal, controls separate, TAB separate.
- Build the coverage matrix from the equipment schedule and the interface list above, not from bidder category labels.
- Price gaps and strip double-ups before you rank evaluated cost.
- Push confirmed boundaries into the subcontract scope letter so the leveling sheet does not die at award.

FAQ
Should every HVAC bidder be forced onto the same package split?
No. Force comparable coverage, not identical subcontracting strategy. If one bidder self-performs sheet metal and another buys it, both still need clear ownership for duct, equipment, insulation, and controls on your matrix.
What if the drawings and the specifications disagree on who owns controls or TAB?
Treat the conflict as an open item. Do not silently pick the cheaper reading. Issue a clarification when time allows, or price the conservative ownership and document the assumption in the carry basis.
Is a low HVAC number with heavy exclusions automatically wrong?
Not automatically. It is incomplete until you price the exclusions against the project. After normalization, that bidder may still be competitive. Before normalization, the number is not a bid you can defend.
How does this change under CMAR versus hard-bid?
Under hard-bid you often get one compressed pass near bid day. Under CMAR you may level the same HVAC package several times as design matures. The twelve items stay the same; the document basis and the confidence behind each plug change.
